"An improved system of economic governance in the EU must be based on mutually coordinated policy approaches aimed at sustainable growth and improved employment, and based on the guiding principles of the Stability and Growth Pact. Special attention must be drawn to both developing the internal market and fostering international trade and competitiveness, as well as to effective regulation of national budgetary positions, prevention of macroeconomic fluctuations, and more effective supervision and regulation of the financial market. In order to achieve this, we must, first of all, approve certain requirements to be imposed on national budgets along with sanctions in the event of persistent non-compliance with these requirements. The report provides that where there is judged to be an inappropriate budgetary framework or an excessive budget deficit, the Member State will have imposed on it certain requirements that must be fulfilled within a deadline of six months. In a particularly serious situation, the Member State may be required to act within three months in order to reduce its budget deficit within a year. In order to provide the necessary discipline among the euro-area Member States, agreement has been reached on an enhanced surveillance role for the Commission, which will henceforth not only carry out an assessment of the economic situation in Member States but also undertake special surveillance missions in those Member States, accompanied by the European Central Bank where necessary. Sanctions are also envisaged — a fine of up to 0.5% of GDP, which would be allocated to the European Financial Stability Facility. These are all essential steps towards a coordinated monetary policy without which a single currency union cannot exist."@en1
