"The strengthening of economic governance should include greater participation by the European Parliament and the national parliaments. Making the single market dynamic and keeping it that way should be seen as an element of the smooth functioning of the Economic and Monetary Union. The Commission should have a more forceful coordination role in the enhanced surveillance procedure, in particular as regards Member State-specific assessments, monitoring
missions, recommendations and warnings. More specifically, there is a need to limit the role of the Council in decision-making processes for sanctions, and to use reversed qualified majority voting in the Council."@en1
