"Mr President, I was honoured to listen to your report, and I would like to take this opportunity to thank the entire Commission for the work performed under your leadership. You are doing a difficult job in challenging times. At the same time, however, I have to admit that your report, in addition to the positive feelings, filled me with considerable unease. Regarding the future of the Union, you spoke of the need for further integration. Your next proposition, however, that not all countries of the Union would be able to proceed towards greater cooperation at the same speed, is astonishing and even unacceptable to me. My understanding of it is that the Commission is committed to the model of a two-speed Europe, and that it wishes to continue dividing Europeans into first and second class citizens. In my opinion, bodies such as the European Parliament or the Commission should unify, not divide, Europe. I do not want to be a second class citizen and I do not want anyone else to be one either. I would therefore like to call urgently on the Commission to focus on drawing up the model for a future, unified – not fragmented – Europe. Only a Europe such as this can succeed in global competition, with competitive labour, manufacturing and currency."@en1
