"There are some relevant points on the lack of infrastructure in less developed countries, with a view to guaranteeing the security and reliability of water supply during periods of drought, and the retention of excess water in periods of flooding. However, it is not entirely clear what the basis, justification and goals of this own-initiative report are. Moreover, this report believes that, on some occasions, support for construction of such infrastructure could represent ‘wasteful spending of EU taxpayers’ money’, which contradicts other aspects.
Several of the very significant environmental and social impacts of large dams are mentioned. While it is true that some of these impacts are real, situations should, naturally, be analysed on a case-by-case basis, taking into account the specific environmental, economic and social conditions in each country or region. Support for the virtues of small water storage structures is generally well founded, but we must also take the aforementioned points into account."@en1
