"The issue of dual-use items – goods which can be used for both civil and military purposes, such as chemicals that can be used in fertilisers or to prepare bombs and information technology for computers that can also be used to guide missiles – is currently a highly sensitive one. European-level export controls for dual-use items and technologies aim to ensure respect for the international commitments of the EU and its Member States as regards the non-proliferation of weapons of mass destruction and conventional weapons. The main function of these international regimes for the control of exports is updating the lists of items subject to control. To date, these lists have been almost automatically transposed into EU law, without any participation, or with minimal participation, from the European Parliament. I welcome the adoption of a joint interpretation by Parliament and the Commission within the new framework agreement, which will be crucial for a more transparent and democratic organisation of the EU’s dual-use regime."@en1
