"I voted in favour of this report because, in order to guarantee human security, strengthen the control of exports in the European Union, and strengthen and tighten rules on the global issuing of arms export licences, it is necessary to amend and supplement several points in the old regulation. The amendments to this regulation set up a Community regime for dual-use items and technology. The supplement to the regulation takes account of the regime for the control of exports in order to establish a reliable system for the collection, transmission and storage of notifications. A lot of attention is also paid to enhancing the European Union’s reputation, and representation in international regimes for the control of exports should also be improved. The granting of authorisation for the export of dual-use items is decided under four international export control regimes. Firstly, the Australia Group endeavours to prevent the proliferation of biological and chemical weapons. Secondly, the Nuclear Suppliers Group aims to reduce the proliferation of nuclear weapons and controls exports. The Missile Technology Control Regime aims to curb the spread of unmanned delivery systems for nuclear weapons, and the Wassenaar Arrangement focuses on the transparency of national export control regimes. Their most important task is to update the lists of goods to be controlled with a view to cooperating and guaranteeing security."@en1
