"We are living at a time when the number of disasters is steadily rising. The number of disasters recorded worldwide in one year has risen fivefold during the last 35 years to nearly 400 today. The disasters experienced in Europe over the past 20 years have resulted in almost 90 000 deaths, affected more than 29 million people, and caused economic losses to the tune of EUR 211 billion.
I voted for this report to create a mechanism for making every stage of the European disaster management cycle more efficient, including prevention, preparedness, response and recovery, while making the most cost-effective use of economic resources during times of austerity. This approach is supported overwhelmingly by approximately 90% of European citizens, who expect the EU to do more to help their country when struck by a disaster, while a similar proportion endorses EU humanitarian actions outside the EU.
I should stress that it is important that all Member States contribute, in the spirit of European solidarity, to the European disaster response."@en1
