"I voted in favour of this important resolution on absorption of the EU Structural and Cohesion Funds. What have we learnt by implementing the EU cohesion policy and using money from the EU Structural Funds for that purpose? Firstly, it should be noted that many Member States have faced difficulties in absorbing the Structural and Cohesion Funds from the EU budget, especially during the early post-accession years. Furthermore, many problems have been caused by the global economic downturn and different regulatory, legislative and organisational requirements in various Member States. It is also true that the rules relating to the Structural and Cohesion Funds are complex and, therefore, it is difficult to avoid errors. I agree with the rapporteur that rules and procedures should be simplified in order to improve the absorption of money from EU funds and increase efficiency. The timely adoption of the multiannual financial framework and of clear rules and guidance on the absorption of EU money is of paramount importance. In turn, the Member States must make every effort to ensure that they help their citizens to properly implement EU-supported projects and do not create additional bureaucratic obstacles and restrictions. Only by working in this way can we expect to improve outcomes, increase the effectiveness of the EU funds, and help citizens understand and accept the EU’s cohesion policy."@en1
