It opens the debate on the forthcoming ‘Common Strategic Framework’ (CSF), which will replace the current Framework Programme for Research and Development (FP7). The European Union must plan for the future and invest in fundamental research right up to the point at which innovative products and services are placed on the market. In order to improve the functioning of this programme, the rules must be simplified so as to facilitate participation by a greater number of Member States and under-represented regions.
