"The memorandum of cooperation in question establishes the terms and conditions for mutual cooperation on promoting and increasing research and development in the field of civil aviation. To that end, the parties – the United States and the EU – can, provided that adequate funding and the other necessary resources are available, provide related personnel, resources and services, with a view to cooperation to the extent provided for in its annexes and appendices. This cooperation could take place through exchanges of information on programmes and projects, research results or publications; of scientific and technical personnel; and of specific equipment, software, and systems for research activities and compatibility studies. It could also include the coordination of research and development projects and their implementation on the basis of a division of labour.
Unless otherwise indicated in an annex or appendix to this memorandum, the parties will share any intellectual property rights that they develop jointly in the context of this memorandum and its annexes or appendices. With respect to this issue, it will be important to monitor its developments and consistency with the stated objectives in the future, and to evaluate its implementation."@en1
