I say this because Mexico is an important market for EU air carriers and, given time, I would not bet against a further, more binding agreement being signed on this issue. The fact that previously there was no clause binding the bilateral agreements between Member States and Mexico caused blockages and breaches of European regulations, specifically Article 49 of the Treaty on the Functioning of the European Union.
