lpv:spoken text	"Mr President, cohesion and structural funds are very much a sign of European solidarity, so it is important that this funding is properly used and used in the best possible way. But, as this report points out, there are huge problems in relation to Member States accessing this funding and coming up with the necessary cofinancing that is required. One of the problems this creates is in the public mindset. When we hear announcements of major funding being made available from the European Union budget and the public read these stories, later to read that some of this funding has not been accessed, there is a delay in getting access to it, or they themselves have problems in trying to access funding, that creates a negative attitude towards the European Union. We do need to make these funds work for the betterment of citizens and therefore, the recommendations of this report should be implemented."@en1
