"Madam President, the European Union and its citizens are faced with an alarming rise in the number of disasters and in their level of severity. The disasters which have occurred in every state across the world prove the need to create a strong European rapid response force for dealing with emergencies. The events which cause disasters cannot be avoided. However, they can be managed and their impact mitigated. A series of measures and actions turned into policies aimed at disaster impact prevention are needed to reduce the risk associated with natural phenomena.
More than EUR 2 billion has been provided in financial aid by the Solidarity Fund between 2002 and 2010, confirming the key role played by the EU in supporting disaster-stricken countries. However, it is difficult for the money allocated to reach the people affected. What is needed is to create an efficient mechanism for mobilising immediately the sums allocated from the Solidarity Fund, with a corresponding mechanism being available in each Member State which is equally rapid.
