"Madam President, the accession of Romania and Bulgaria to the Schengen area was postponed last week until an unspecified date. Two Member States, the Netherlands and Finland, opposed this measure, without giving any reasons in line with EU legislation. These Member States have not only blocked access to the Schengen area, they have also prevented both states from meeting the obligations arising from the Treaty.
I think it is unfair and unproductive to use reasons linked to domestic policy when making decisions at EU level. The European Parliament has already given a vote of consent on this matter. I think that it needs to come back and express its opinion very clearly, once again, particularly concerning compliance with EU regulations and respect among Member States.
We must give a reminder about a good behaviour rule: keeping one’s word when given. I believe that the European Council meeting in October needs to prove that the European Union still exists. The decision allowing both Member States to join Schengen must be adopted."@en1
