"Mr President, it is estimated that corruption costs as much as EUR 120 billion a year in the EU, corresponding to around 1% of the GDP of the EU, in other words almost the entire annual budget. Particular attention should be paid in this regard to the bankrupt states. Sixty-three years ago, President Harry Truman – almost like a prophet – already saw that, in the same way as a rotten apple infects all the others in the basket, the Greek corruption can spread via Italy to ruin the whole of Europe. How do things stand today? According to Transparency International, Greece is the front-runner when it comes to corruption. However, in order for the Commission’s measures not to remain toothless, the elements of the offence of corruption must be uniformly defined. We also need efficient and dissuasive sanction mechanisms, because otherwise the EU will indeed soon turn into a basket of rotten apples."@en1
