"Madam President, Libya is, after a long and fierce civil war, reaching a situation where finally they need no further weapons and military aid, and has time to consolidate the local situation. Libya was a rich country before the war, however now it will be in need of our assistance. Citizens of the war-torn country will need basic food and water and, paradoxically, also fuel. They will need to repair war-damaged housing, schools, hospitals and looted shops. They will need to restore public administration, ensure internal security for its citizens and gradually restore state power. After a bloody period of uncertainty we now therefore find a difficult recovery period, during which it will be necessary to once more lend the people of Libya a helping hand. In addition to the necessary material assistance based on the provision of the basic needs of citizens, it will also be necessary to help with the building of a free democratic society and institutions that will take responsibility for the honest and fair conduct of the Libyan state. We must therefore realise that our aid to the Libyan people will have to be long term if we do not want the fate of this country to be left in the hands of traders and adventurists."@en1
