emissions through, for example, increased energy efficiency, renewable energy sources, and other low-carbon strategies. A comprehensive European climate policy able to benefit from taking into account all sources of global warming and all existing mitigation options, in addition to considering CO
emission reductions, should focus on the strategies that can produce the fastest possible climate response.
