"Every five years, which is the length of the mandate of the Commission, the executive body of the European Union, the appointment of the College of Commissioners takes place. Under the Treaty of Lisbon, the number of Commissioners corresponds to the number of Member States – currently 27 – and they are approved by Parliament in two stages: firstly, it elects the President of the Commission chosen by the Council; secondly, it examines the candidates proposed by the President-elect of the Commission and confirmed by the Council. Parliament’s approval process is governed by the provisions of Annex XVII of the Rules of Procedure and includes the following stages: assessment of and declarations of financial interests; response to a set of written questions; a three-hour public hearing; and assessment by the parliamentary committees and the Conference of Presidents. This report, drafted by Mr Duff, suggests a set of minor amendments to the Rules of Procedure regarding the hearings of Commissioners-designate. I welcome the proposed amendments to the Rules of Procedure, since they represent a significant contribution to improving the quality of our Commissioners, so the European public will have a great deal to gain."@en1
