For this to be guaranteed, it is necessary for the public to have at its disposal ways of exercising this right. As such, the European public’s right to access EU documents is a right which can be restricted only in specially justified cases. Indeed, this is the only way of ensuring that the public is able to monitor the measures adopted, at the same time as reinforcing the legitimacy of the way in which public bodies act in relation to the electorate.
