"I voted in favour of this document. The Treaty of Lisbon introduced a new constitutional framework of EU institutional transparency, with a view to an open, efficient and independent European administration, by establishing a firm fundamental right of access to documents of EU institutions, bodies, offices and agencies. This right is afforded by the Treaty not only to EU citizens but also to any natural or legal person residing in a Member State, and should be exercised in compliance with the general principles and limits (set with a view to protecting certain public or private interests) laid down by the regulations adopted by the European Parliament and the Council. Transparency is a legally binding fundamental right of the citizen, and any decisions denying access to documents must therefore be based on clearly and strictly defined exceptions founded on sound arguments and reasonably explained so that citizens can understand why they are being denied access and can use the legal remedies available to them effectively."@en1
