lpv:translated text	"Mr President, I must begin by emphasising once again the importance of, and the special role played by, the Committee on Petitions in guaranteeing and defending the rights of European citizens when they are infringed by a Member State or European authority. Indeed, as MEPs elected by the citizens of our Union, it is not only our right but also our duty to defend them. I would like to highlight two important points from the debate on the Meyer report. First of all, I regret that, in spite of a large number of petitions concerning serious violations of the human rights enshrined in the Charter of Fundamental Rights, the European Commission either refuses or explains that it cannot take any action, allegedly due to the lack of instruments. I will now quote from the Venice Commission’s report on the Hungarian Constitution: once ratified, the Charter of Fundamental Rights ‘is a legal, binding piece of legislation’, which is still not obvious to the European Commission. Secondly, with regard to European environmental legislation, the European Commission should exercise tighter control and consequently take action in order to guarantee compliance with and the enforcement of all European acts and laws. This step must be carried out at every stage in a project’s progression and not only after it has been implemented. On this point, I would like to draw the European Commission’s attention to the huge project under way in Roşia Montană in Romania. I take this opportunity to thank Mr Meyer once again for his excellent cooperation, as well as all the members of the Committee on Petitions."@en1
