"Mr President, ladies and gentlemen, I would like to thank the rapporteurs for their excellent work, which offers some interesting points of departure for increasing the quality and effectiveness of European legislative activity. I shall restrict myself to highlighting a number of aspects which I think are especially significant: it is absolutely essential to achieve a 25% cut in red tape, which can only be achieved through greater collaboration between the Commission and the Member States on measures designed to avoid diverging interpretations and the resulting ‘gold-plating’ of transposed legislation. With the same objective in mind, we need to ensure high quality correlation tables between directives and national transposition measures and we need to carry out retrospective assessments of the legislation implemented on a more frequent basis. These are essential measures for ensuring that EU legislation achieves its primary goal, which is meeting the expectations of EU citizens, the businesses operating on the single market, and national and local governments."@en1
