"Mr President, of course we should welcome the fact that the new EU regulations allow us to take action against unfair tactics, such as withholding energy capacity. However, the extent to which we can prevent insider trading remains to be seen. It is doubtful whether a separate agency is needed to ensure better cooperation between the energy regulators in the Member States. There has been a significant proliferation of agencies within the EU in recent years and we should not be adding to it.
As far as transparency is concerned, there are a number of factors to be taken into consideration. On the one hand, reductions in the wholesale prices are often not passed on to consumers by the electricity and gas suppliers or only very slowly. On the other hand, consumers cannot benefit from the deregulation of the energy markets while incomprehensible energy bills make it so difficult to change supplier. In addition, there is no genuine comparability when the comparison websites list only those suppliers which have reached an agreement on paying commission.
