"Norway, as a member of the European Economic Area (EEA), uses the internal market, but agriculture and fisheries are excluded from free circulation under the 1992 Agreement on the EEA. The most recent agreement between the Kingdom of Norway and the European Community on the basis of Article 19 of the Agreement on the EEA entered into force in July 2003. It included provisions relating to trade in cheeses and mutual concessions on various agricultural products, including customs quotas. Fresh negotiations took place from March 2008 to January 2010, resulting in the current draft agreement.
The agreement takes account of the sensitivity of certain products of importance for agricultural output, both in the EU and in Norway, and contains relevant provisions on tariff quotas and reduced customs tariffs that must also be applied in the area of agricultural products in the medium and long term, on condition that there will be further reforms of the common agricultural policy after 2013. Despite the fact that there are likely to be consequences for the budget in the form of a loss of customs revenue, I believe it is right for Parliament to adopt the agreement."@en1
