"Starting in 2014, the future satellite navigation system, Galileo, will provide several services, including the public regulated service (PRS). The PRS will consist of an extremely secure GPS signal that is restricted to certain users. Permitting as it does the location of critical infrastructure and the identification of all forms of trafficking, the PRS will be used, in particular, in the context of police, border control and civil protection operations. In other words, it will be a channel through which to transmit highly strategic information with the aim of ensuring the internal and external security of the Member States. Before it is implemented, then, it is essential to lay down rules concerning its use. With this report, Parliament is stipulating, among other things, that Member States, the Council, the Commission and the European External Action Service will have unlimited access to the PRS worldwide, whereas third countries, European agencies and international organisations, for their part, will be able to access it only if they have received due authorisation. The report also anticipates that each Member State will appoint a PRS Authority responsible for managing and supervising all authorised users. I welcome its adoption."@en1
