"I was the shadow rapporteur of the Group of the European People’s Party (Christian Democrats) for this legislation in the Subcommittee on Security and Defence, and I am pleased that the Council and the European Parliament have reached agreement on the operational details of the public regulated service of the Galileo project. I am delighted that, despite the opposition of some Member States, it has been possible to push through my proposal for a guarantee regarding compliance with human rights, including religious freedoms, from third country parties wishing to use this service. No totalitarian or authoritarian states should therefore be able to participate in the project. At the same time, however, I would like to warn of the risk that certain frequencies used by Galileo might be disrupted by the Chinese navigation system, Compass, and I would like to ask the European Commission to address this issue in bilateral talks with China. I also applaud the high level of data and privacy protection, and also the security standards that the European Parliament has managed to push through in opposition to the European Commission proposal. Unfortunately, the issue of funding has not been resolved, and the European Commission will have to draw up specific proposals in the future for the collection of fees for using the service. On the other hand, it is good that European producers will retain an exclusive position over the production of security modules. As a doctor, I welcome the possibilities this service will bring to the integrated rescue system, including a reduction in the response times of rapid medical assistance health workers."@en1
