"In the wake of the US oil rig disaster Europe too wants to tighten up and standardise safety legislation relating to offshore oil and gas production. Ensuring smooth, safe extraction in European waters is also a priority in terms of security of supply, especially as the North Sea fields provide the lion’s share of Europe’s oil and gas. In connection with the report, I would like to highlight four vitally important issues. Firstly, I believe it is crucial that we involve third countries proactively in the process of tightening up safety legislation. Given that a significant portion of the North Sea reserves is controlled by countries outside the European Union, this is the only way to ensure a satisfactory solution. Secondly, I agree that we need sober action rather than a knee-jerk reaction: we need to define responsibilities clearly and implement appropriate preventive measures. Banning hydrocarbon extraction in European waters, on the other hand, would be a superfluous and disproportionate reaction to the events that have taken place. Thirdly, I believe it is the best way forward to take an approach that emphasises prevention rather than sorting out the damage after the event. More rigorous licensing procedures, standardised rules for awarding licences, compulsory independent auditing and training of personnel will all help to ensure that potential accidents are averted. Lastly, I support the fundamental principle that operators must carry the responsibility for any damage caused by them. Only by making operators financially liable will they have an adequate incentive to apply preventive measures and ensure the highest safety standards."@en1
