It is vital that very clear regulations be in place for protecting the environment, public interest, the workers involved and local residents, and that these regulations be complied with. It is vital that there be an effective surveillance procedure in place, that there be rigorous monitoring of what is happening and that public interest take precedence over private interest. This is what we expect to see in the proposals that the Commission is due to submit."@en1
