"Madam President, I would first of all like to thank Ms Ford for her report, which is very good, and I would like to point out that the accident on the Deepwater Horizon rig has also prompted a review of current legislation relating to offshore activities in the oil and gas sector by the European Union. We must reaffirm that responsibility for environmental and material damage lies firmly with the operator. The cost of preventing pollution must in all cases be borne by the operator and not by the public. Priority must always be given to prevention. The precautionary principle must be implemented in practice, but for this to happen we need to integrate the findings of impact studies into disaster prevention action plans. The remit of the European Maritime Safety Agency needs to be expanded to include providing technical assistance and advice on safety issues relating to key activities in the offshore gas and oil sector. Focused regulation and monitoring must not mean that safety provisions create a more favourable environment for operators in some areas of the sector compared to others. We must also take small and medium-sized operators into account and ensure that they do not end up at a disadvantage."@en1
