"Mr President, we agree that an effective strategy on raw materials is needed. We need to avoid situations like the one in 2007-2008, when a lot of raw materials reached exorbitant prices or were not even available, essentially because of the speculation that affected the raw materials market. We need to create the necessary conditions so that the physical market is not overshadowed by the financial derivatives market, the volume of which has grown disproportionately over the years. However, in order to protect the market from speculation that can make raw materials inaccessible, it is not enough just to talk about transparency in general; we need to go much further. To begin with, it is necessary to ensure reliable availability of official information on physical flows and stocks of raw materials so that there will be no risk of an interruption in supplies. This again raises the need for better knowledge of the geological resources in Europe and the exploitation of those resources, including in underwater areas, on the seabed. It is also necessary to ensure, however, that those resources are exploited in compliance with social and environmental rules, and that the sovereignty and interests of the states and peoples where those resources are located are respected. That will include the development of cooperation with producer third countries, in particular Africa, thus avoiding any new forms of colonialism. Finally, we also want to emphasise the importance of development and the proper use and recycling of materials, as fully as possible, either because of the scarcity of many primary raw materials, or in order to manage secondary sources, or to reduce negative end-of-life impacts and avoid polluting waste, or to create indigenous industrial opportunities. We hope that the Commission will take account of this range of matters for an effective strategy."@en1
