"− The European Union is actively engaged in mine action, especially since its Joint Action of 1995, and is committed to the goal of a total ban on and the elimination of anti-personnel landmines worldwide. It is a leading supporter of and contributor to mine action, which is among its priorities in the area of human rights and humanitarian and development aid. Mine action includes the surveying, detection, marking and clearance of anti-personnel landmines and other explosive remnants of war – including abandoned ordnance, unexploded ordnance, cluster munition remnants and improvised explosive devices. It also includes mine risk education, victim assistance, stockpile destruction and advocacy aimed at promoting the universalisation of relevant international conventions and treaties in order to put an end to the production, use of and trade in mines. In addition to inflicting loss of human life, especially among civilian populations, mines represent a serious obstacle to post-conflict reconstruction in afflicted countries, and may serve as raw material for the production of improvised explosive devices. It is pleasing to note that 156 countries, including 25 EU Member States, have signed and ratified the Mine Ban Treaty."@en1
