"The decision by the European Commission to drastically reduce the scheme for food distribution to the most deprived persons in the Union has caused an outcry on the part of charities and, more generally, a feeling of incomprehension amongst the citizens. It is, of course, due to a legal problem, following a decision by the Court of Justice, which left the Commission no alternative. However, for some years now there has been talk of making this a permanent budget. Since the matter is being blocked in the Council, the Commission should have found a solution to prevent the situation from getting this far. By adopting by a very large majority today this resolution on the future of the scheme, we are re-stating our support for this programme which, in our opinion, should retain an annual budget of approximately EUR 500 million, and our support for the Commission in its quest for a solution. It should formulate a resolution on the new legal basis as soon as possible, and should also find a transitional solution to enable the associations on the ground to continue to play a key role in combating poverty and social exclusion."@en1
