"The Schengen system was recently put under significant pressure due to the fact that some Member States considered reintroducing national border controls as a reaction to the influx of immigrants coming from North Africa. In view of that, it is necessary to draw up a proposal for a safeguard mechanism which responds to ‘exceptional circumstances’ of this sort. Greater solidarity with Member States that face a huge influx of migrants is necessary in order to help to respond to extraordinary circumstances of this sort, so that the Schengen area is not jeopardised in the future."@en1
