"Russia’s democratisation process lacks the depth and maturity needed to provide an environment of trust and stability for relations with the European Union, which is fundamental to the development of stronger, more lasting and more sustainable bilateral relations. The limits to democratic freedom and freedom of expression, to guarantees of human rights and to the independence of the judicial system that exist today in Russia are evident. We must bear in mind that we are talking about a recent democracy with its own particular history. However, it is obvious that the socioeconomic and even cultural evolution of the country is not being accompanied by the political system, with consequences for the development of the state and its relations with the rest of the world. The complexity of legislation foments bureaucracy, corruption, subordination of the courts and manipulation of the law, which has allowed the state to reject a new political party in the new electoral process. Within this framework, I agree that the European Union must move forward prudently in the negotiation of a new agreement with Russia, and maintain its reservations regarding the significant development of a new partnership and cooperation agreement until the results of the Russian Duma elections in December and presidential elections of 2012 have come out and have been assessed."@en1
