I would like to see efforts towards stronger material convergence with international best practice and, in the context of the upcoming elections for the Duma, assurances that such practices will be effectively followed. The desires and aspirations for a full democracy and for the election of a parliament that represents the will of the people, will be fulfilled in this way. The Russian authorities’ authorisation of an election observation mission by the Organisation for Security and Cooperation in Europe/Council of Europe during an extended period and their complete cooperation with this would reinforce the international credibility of the election and allow international experts to assess and endorse it. I hope that Russia, a crucial partner of the European Union, will take advantage of the upcoming elections to continue in the right direction."@en1
