"Mr President, political pluralism is the foundation of democracy and modern society, and the source of political legitimacy. However, for many years serious doubts have arisen concerning the freedom and transparency of Russian elections. The Russian democratic opposition has not succeeded in gaining a single seat in parliament for its representatives since 2003. The recent refusal to register the opposition People’s Freedom Party, the ninth such decision in recent years, gives rise to fundamental questions about the state of Russian democracy. I support the resolution and call on the Russian authorities to guarantee free and fair elections on the basis of the Council of Europe and OSCE standards. Placing restrictions on the political competition cannot be used as a way to retain power. I would also call for a stop to be put to actions aimed at politicising court judgments. The draft act enabling courts to ignore the judgments of the European Court of Human Rights is in itself a blatant infringement of the Charter of Fundamental Rights. The future of relations with Brussels will depend on whether democracy and the rule of law are strengthened in Russia."@en1
