"I did not support the resolution on the Schengen area because I think it is not appropriate to have a resolution that would refuse, on principle, any expansion of the criteria to enable controls to be set up at internal borders and that would therefore run counter to the conclusions of the European Council and the proposals of the Commission. If we restrict ourselves to the current criteria for ‘public policy and public security’, the Member States will continue to act unilaterally, interpreting these criteria broadly in the case of increased migratory pressures. If this happens, we run the risk of conflating immigration and insecurity when we need to respond to migratory pressures. By contrast, the proposed device aims to create a mechanism enabling controls to be reintroduced at borders only under exceptional circumstances, as a last resort, and through a European mechanism. Now we need to strengthen the governance of the Schengen area. The aim of this initiative is precisely to enable us to provide responses to the crisis that the Schengen area is going through at the moment. This crisis is particularly associated with the fact that certain Member States are no longer able to ensure that they respect their obligations under the Schengen when it comes to effectively controlling their sections of the external borders."@en1
