"Madam President, I, too, would like to congratulate Mrs De Keyser. The existence of a democratic system is essential to relations between the EU and third countries as a shared value. The report being discussed today promotes the consolidation of this aspect as part of the future agreements negotiated on the basis of the Treaty of Lisbon. I should mention that the EU is a leading global player in the protection of human rights and respect for conditionality helps spread these principles.
With this in mind, I support the clearer wording in the clause on democracy featuring in the text of trade agreements with third countries. I also think that a mechanism needs to be introduced for monitoring the proper implementation of these provisions. The budget support offered by the EU must target the same aim: local development of civil society. Only democracy that has been built within the state is viable. This is the way to ensure long-term, sound, effective cooperation with the European Union."@en1
