"Under the terms of the Treaty on the Functioning of the European Union, Parliament, the Council and the Commission have to work together on the process of adopting a Multiannual Financial Framework (MFF). Given that we are still starting out with a new EU-level fundamental legal framework, there is a need to move towards healthy coordination among the various bodies, starting now. It is therefore regrettable that the Council’s agreement is, according to the rapporteur, less flexible than the interinstitutional agreement currently in force, despite the amendments to the Treaties. As such, it is to be hoped that the draft MFF, applicable from 2013 onwards, will be in line with the position that the Treaties justly confer on the European Parliament."@en1
