"Universal access to broadband is an indispensable condition for social development and improving public services. Although the report is generally positive and even proposes that ‘the Member States be urged to implement public policies to support the introduction of new technologies’, it should, even so, call for the improvement and the promotion of public services, as a guarantee that all Europeans will have access to broadband, thereby enabling its benefits to extend to every section of the population, particularly in the less developed regions of the Union. An example would be the outermost regions, whose territories are widely scattered, who still have no access to essential information and communication technology (ICT) infrastructure, such as broadband Internet, and are therefore being penalised twice over, in addition to the constraints resulting from their remoteness. We would express our concern at excessive trends towards increased security measures for controlling and monitoring the Internet under the pretext of cyber terrorism, in which the guarantee of protection of personal data is just another illusion. This threatens people’s rights, freedoms and guarantees."@en1
