"Mr President, the main task of every state is to protect the lives of its citizens. I therefore consider it extremely important for us to be able to punish, effectively and rapidly, those who threaten the lives of others through their actions. It can be seen from the statistics that the number of non-resident drivers exceeding the permitted speed limit in a given Member State is relatively higher than the number of resident drivers. For this reason, cross-border cooperation in this area is very important.
Poor coordination in imposing penalties for traffic offences between countries helps drivers who come from a Member State other than the one in which the offence is committed. At the same time, it discriminates against drivers who commit an offence in their home country and who cannot avoid the punishment.
The possibility of cross-border enforcement of penalties in relation to serious crimes such as murder or robbery has not run into the same sort of complications as in the case of traffic offences. These offences also threaten people’s lives, and therefore there should be no exemption."@en1
