"Mr President, I too would like to thank the rapporteur. However, there is no point in reminding you that we have not achieved the target for reducing annual fatalities and that much remains to be done – not least on reducing driving offences committed abroad, if we are to achieve the 2020 target. At present, in my country, which is located in the centre of Europe at the intersection of roads to and from Germany, Luxembourg and Belgium, a large number of non-residents are involved in road accidents, many of them linked to speeding or drink-driving. This is a daily reality. By way of conclusion, let me point out two things. Firstly, we need to do our utmost to standardise penalties throughout Europe so as to prevent the perception of impunity and unfairness from growing. It is incredible that a citizen who drink-drives or runs a red light can avoid punishment purely because he was driving outside his country of residence. Secondly, we must do all we can to harmonise blood alcohol limits and speed limits within the Union, together with measures to tackle those who drive under the influence of drugs. Essentially, we do not need liberalism, ultra-liberalism, neo-liberalism or any other ideology: rather we need more Europe, not less."@en1
