"I am beginning to feel more and more like a super-substitute. I hope that normal service will resume once the presidential race is over. The emphasis in this issue is on competition, as the Commissioner has said. Would the Commission not agree that the victims in all of this are the small farmers who have limited cash flow and the small retail outlets that are increasingly being squeezed out of business by the multinationals and the big retail chains? What does the Commission propose to do to get a proper balance between the two? Would the Commissioner, who has been very forthcoming, not agree that, once the huge supermarket chains achieve total dominance and get a stranglehold on the retail market, the two groups that are really squeezed are the producers, particularly small producers, on the one hand, and the consumers on the other hand?"@en1
