"Madam President, bovine spongiform encephalopathy (BSE) is caused by prions, an abnormal form of protein, which turn brain tissue into a sponge-like substance. I would like to remind everyone of the cases of Creutzfeld-Jacob disease (CJD) in people, of BSE in cattle and of scrapie in sheep and goats. BSE spread rapidly during 1997 and 1998 because processed animal proteins contaminated with BSE were fed to cattle. The strict measures taken resulted in a dramatic fall in the number of cases. This is all about the health and safety of people and animals. For this reason, our actions must be based on the precautionary principle, in order to guarantee the maximum protection for consumers and the highest possible levels of food safety.
