It is important that the EU defines its vision, ambitions, objectives and appropriate instruments, before deciding about the place of development aid in the forthcoming multiannual financial framework. What is required is better coordination, an increase in the impact of aid without reducing its quantity, more active involvement from the private sector, as well as the promotion of inclusive growth and measures to combat poverty. Special attention must also be focused on the root causes of food insecurity in developing countries, which is a fundamental problem in the context of the global recession and food crisis. This is actually also a consequence of the reduction in ODA spending for agriculture from 17% in 1980 to 5% today, and of this sector being neglected by donors for many years."@en1
