". The report on energy infrastructure priorities for 2020 and beyond welcomes the priority corridors identified by the Commission and agrees on the need to optimise limited funds. I voted for the report because it reiterates that, while responsibility for the planning and development of infrastructure projects lies mainly within the market, the EU has a role in promoting certain projects by awarding them the status of ‘project of European interest’ and in providing public financing to some of them, but it calls for a clear and transparent methodology leading to the selection of priority projects that meet pressing European needs. The report shows that, to justify projects being accorded priority, the following criteria should be taken into account: the project must have a European dimension, in other words clear EU public interest; its necessity must be demonstrated on the basis of the infrastructure hierarchy; it must be in line with climate energy efficiency and environmental objectives; it must be consistent with long-term EU energy policy (allowing flexible and multifunctional application and avoiding lock-in effects); it must offer a good cost-benefit ratio and cost efficiency; and finally, it must be technically sound."@en1
