"I supported this report on the future of EU budget support for developing countries, which reaffirms the conditions in which this policy of solidarity with the poorest people needs to be implemented so as to eradicate poverty. It is essential to strengthen the accountability of recipient countries with regard to EU budget support and the use they make of it. This is crucial, if we are to deal with our partners on an equal footing and if we are to ensure that the support provided actually meets the objectives pursued by the EU. All too often, the capacity to absorb this support is overestimated, which leads to it being wasted or spread too thinly. I do not want the financial support given by the EU to developing countries, which represents a significant proportion of its budget, to be provided without prior conditions and with no follow-up. I am therefore in favour of effective control and assessment mechanisms being established all along the funding chain. What is more, I wish to stress the need to involve the civil society of developing countries in this process, as the people themselves must be the real beneficiary of EU budget aid."@en1
