"− Budget support means transferring financial resources from an outside financial body directly to a country’s national treasury, with that country having met the agreed conditions of payment. The financial resources received from this then become part of the partner country’s general resources and are, therefore, used in line with its system of managing its public finances. This mechanism has existed since the Marshall Plan, and has been popular since the 1980s and 1990s, when the World Bank and various bilateral cooperation structures began to provide such support in the form of balance-of-payments aid. The nature of this aid mechanism obliges the involved entities to seek ways of monitoring how these funds are actually spent. As such, Parliament has made it politically imperative for this aid to only be granted to countries that meet minimum standards of governance and respect for human rights. The aid awarded has a great impact and includes three countries whose official language is Portuguese: Cape Verde, Mozambique and Guinea-Bissau. I voted in favour of this report for these reasons."@en1
