"− This report analyses the future of EU budget support in developing countries, following the Commission’s publication of a Green Paper on the same subject. The practical application of these policies and previous budget support require constant monitoring, evaluation and restructuring from Europe’s leaders. The report points out a few failures in these areas, and states that the mechanisms for the Commission to monitor scrutiny of the measures implemented should be reinforced, and that the national parliaments of countries receiving the aid should be supported, whilst also being involved in this scrutiny. Given the nature of these policies as a key instrument supporting poverty eradication, the large-scale involvement of civil society and national parliaments is absolutely necessary. The political dialogue obtained should be on these issues, but also on the annual budgetary review. As we can see in the report, the 2006 evaluation by the Organisation for Economic Cooperation and Development (OECD) demonstrated that the impact of these policies in countries like Malawi, Mozambique, Nicaragua and Uganda had a positive effect as regards improving governance, implementing national poverty reduction plans, and improving accountability."@en1
