lpv:translated text	"I voted for the motion for a resolution on the future of EU budget support to developing countries. Budget support is the transfer of financial resources from an external funding agency to the national treasury of a partner country, subject to the latter’s compliance with agreed payment terms. The funds received by this means are part of the partner country’s overall resources and are therefore used in accordance with its public finance management system. Lastly, we now see budget support becoming established as the most effective means of achieving the objectives of the Paris Declaration and Accra Agenda. This approach is based on strong government leadership, the definition of reciprocal commitments, the methods used for the partnership’s operation and mutual accountability. Furthermore, donor countries have also done more to harmonise their procedures and payment arrangements."@en1
